Clients requires me harvest a list of email and insert in the database,after which need to blast emails to the potential customer.
What is the best way for me to approach this?

i would get what ever email sending program you want to use to be installed / or paid for by the client themselve.

Harvesting and bulk email sending especially when you get to a high volume is quite risky if not done properly.

Proxies only protect you for so long.

Just make sure if anything goes wrong, its on your clients head - get the to sign what they want you to do also.

Maybe i am being paranoid and the advice you get below is different, i just am speaking from experience.

is you know nothing of this subject then better tell your client that you cannot do this man. in the best chance hire someone else to do it for you.

Clients + "how to do this and that" doesn't go together if you expect to build some offline reputation.
 
u gotta use a email harvester type software to collect those shitty emails :P
i can sell u a quality email list if u want at a good price
and for rest both u can use interspire email marketer :)
