Email marketing - U - K

Im getting a tad confused on the email marketing law in the uk.

I want to start promoting in some small areas first, to local business owners, to promote my local seo service.

i want to target a niche, where i have 3 clients on page 1 already. So I can show proof of my rankings. It's just the law on this, and the best way to go about this. As the emails i have are scraped.

Is it contact details of the local business? If so, I'd say call them instead of email, you'll get A LOT more closed deals this way!

i'd also split test cold calling vs cold calling with brief conversations for manually gathering email leads and utilizing email followups as at that point the lead is familiar with your service/brand
