The email addresses I have collected do not have regional restrictions, essentially they are people's emails from various countries around the world.

That's huge numbers to inbox. Get ready for $$$$$ budget on quality Linux server with 100+ clean IPs. I repeat "CLEAN IPs" if you really care about inboxing that huge amount (though I have really underestimated the required numbers of IPs for this here).
And you will have to exercise some patience during your IP warm up process. Technically that should take 30 days [unless you're making it a churn and burn list only].
Offer them some unisex products that isn't geo-restricted in a niche you're good at selling. Do not send marketing emails in your first cold email at least. Not during the IP warming process so as to not trigger spam filters.

200 MILLION, thats quite large. I don't think even 100 ip's is going to cut it especially if you are sending absolute spam.
Popular providers like GMail, Yahoo etc. will outright block your email once you get a good % of spam reports.
