Email grabber by town

Is it possible to set an email grabber to grab business addresses by town? I’m trying to get as many business emails as possible, without having to comb through tons of webpages. Could I set this up somehow? It would be in all businesses, not just a certain niche. Could I set an email grabber to browse google and then just enter the town and state? I’m working on a project that targets a town at a time.
