Email advertising and need for meta faking?

Hi guys,

I'm just wondering if EMail traffic needs to have meta faking, or if you can just advertise 1 domain forwarded to another domain. So you have site A then a forward on a second page of site A that forwards to site B that has your ad on it. Couldn't you tell the network I'm sending traffic to site A and they are clicking into site b?
