Well i went into negatives with my paypal and they had my ssn, ebay was responsible to reimburse my buyers because they never got their items, so now my paypal went back to 0 and now I owe ebay the money and they sent me over to a collection agency, can the collection agency ruin my credit if i only gave my ssn to paypal?

yes if they have your SSN, they can pretty much do everything

Since ebay owns paypal I would have to say thats a yes.

I believe they can. Ebay and Paypal share all information since the cross platform security algo came out a few years back. I believe if you search the TOS or User Agreements for both ebay and paypal you find that they can pursue you ... Good Luck !
