Effective Link building for 2014/2015 - What's working for med/high comp keywords?

I'm trying to rank some medium and high competition keywords - it's a small niche, very few searches but competition is pretty high (it's a services niche - locally targeted).

I just wanted to know from you guys what do you think it's the best link building method/strategy to use (except PBN - i know that's really effective but i don't have the money to build one or to buy real PBN links, i'm on a really tight budget here).

So i'm looking at:
- web 2.0 - are they still effective
- guest posts - rather complicated to get in my niche so there's a small change of using them
- tiered link building using gsa ser - although from what i can see, this does not work as good as it worked in the past and i'm looking to rank this in the long run, it's not a churn & burn)
- i also got some link packages from fiverr (tiered links, seemed decent, a year ago they would work but right now, there's absolutely no effect, my keywords are around pos 50-60, the fiverr links were ready like a month ago and rankings have not moved a bit)
- if there's any other alternative, lemme know (but please don't mention PBN)
 
You pretty much laid out all the options available to you.

If you cant go with PBNs or paid links, your only options are what you posted.
 
As far as I'm seeing right now, you gotta spend a bit to make a bit... for me PBN and social signals are working great
 
Real PBN's are really expensive. I don't have that money right now. Cheap PBN's will get you in trouble fast. As for social signals, which ones do you use? I mean, which is better, getting tweets / likes / shares from high authority accounts or just the numbers of tweets you get?
 
Try Video backlinks, Picture Backlinks, Social media.
 
What Web2.0 did you use? On-Post Blogs or Super Blogs with filler content, or maybe just social profiles :) Please say more about this.
 
If you want to know whats really working, do a case study for each of the methods you described.
 
Perhaps you haven't waited long enough for the links you bought to take effect. Gone are the days when you could build links to your site and experience an immediate rank boost.
 
For me GSA works very well shortly from nowhere to second page or end of first page.
I do create web 2.0 manually spun and blast them using GSA about 50k links. It stays there for more than 3 months already and keep going.

couple of pages are rising in ranking from second page to first page bottom. You have to wait and persistent.

Do you point gsa links at your money site as well or just as second tier?

Nope. He apparently creates web 2.0 sites that link directly to his money site while he points the massive amount of GSA links to the web 2.0 sites. If you want to minimize the chances of incurring a penalty, use them as second tier links only.

Thought this might help while you await his response.
