Alright, i found some source of making thousands of EDU & GOV HIGH PR blog comment backlinks.

Are they worth ?
 
Definately they are worth for building quality backlinks for your website
 
But how many of them to build ?
 
I have a nice list of unspammed gov autoapprove blog comments but I'm scared to overdo it because I don't want 50% of my money site back links coming from blog comments. I'd rather keep it around 20% or less.
 
Why does it sound sensible for even 20% of the links that people would NATURALLY build to your site to be from blog comments? Think about this. Let along all .edu/.gov blog comments.

My advice? Use a few of them for your sites and sell the rest or trade the list.

why? he could comment on an .edu blog about tuberculosis and say something like "stuck at home with tuberculosis? watch some porn on my website" or on .edu site about syphilis he could say something like "got syphilis? hope you get better soon and do it your own way while watching porn on my website".

that depends on the context really. it could be a blog about the relevant subject posted on a gov or edu site, in which case it would make sense
 
You can use for backlinks tier 2.

Never use directly on your main website, it is dangerous
 
They are worth if they are relevant to your website. Lots of manual work but worth the time and effort. And YES, they must be thoughtful and on topic. I personally stay away from 'auto approve' blogs as sooner or later they'll get spammed to death. Do it right and you'll reap the benefits.
