How do you find edu and gov sites to get backlinks from?

I have been using SB, but its not very successful!

use the seach button as this has been discussed so many times

I was thinking of sdoing this myself because i saw some guy offering 10,000
backlinks to your site with anchor text with 4 day delivery time for $5

that saves atleast 2 hours of scraping and commenting with scrapebox
