I am getting this error when I try to login via Filezilla or WinSCP. I am entering the correct data and using port 21 as well. The websites are hosted at Digital Ocean. I can login via the Digital Ocean console but I cannot login via any ftp clients or Putty. Please let me know how can I fix this. Firewall is disabled, not any Firewall rules in the droplet or AV software, tried resetting the password, adding inbound rules to open the ports 21 and 22 but nothing worked. I didn't make any changes in the Digital Ocean droplets so I think the problem is in my Windows 7. Please give an advice cause I am trying to fix this more than 5 hours.

Thank you in advance!

Hey. PM me the server's IP and I can check this for you. Free

Try these:

https://www.digitalocean.com/community/questions/ftp-acces-is-blocked

Use filezilla, leave port blank, use connection type as sftp, then use your ssh access as the details (username should be root). It should work instantly.

Edit: I see now that you cannot login via putty as well. In that case, try another computer, or another network may be. Something must be wrong on the network level. If it doesn't solve the problem, contact digital ocean (it's a rare case lol).

Use a SOCKS5 proxy along with Proxifier and see if it works. Test the proxy first, of course.

Even if the firewall is disabled and you are in the ban list (if its linking up with brute force which is common if the firewall is CSF) you need to add your IP to the whitelist and then try again.

After that try connecting via plain ftp first. If you connect fine but can't via sftp and still can't get in via ssh (BUT you did FTP in just fine) then you messed up one of your access rules.

You mean on whitelisting my ip address in the digital ocean firewall?

Yeah go into google ask it what your IP is copy that and add it to the white list REGARDLESS if firewall is on or off, if you have a temp ban (which I think might be the case) its normally for 15min first but if you keep on trying to ssh / ftp it goes up to 5 days and then a year+ is the default settings I think..

I have just tested it via my iphone using data connection but it keeps refusing. I really don't understand cause I didn't touched the droplets or created any firewall rule in Digital Oceans for years.

If you tried a new IP and you didn't get in, you didn't blacklist your IP by accident. I tend to try a simple tool like putty and use telnet option with putting in your target port (22 if it's the defautl ssh for instance) and see if you get a connection or refused.

It sure sounds like the issue is on your droplet with services not running for some reason.

I cannot login via Putty too.

Are you sure FTP and SSH work?
I don't understand you at all. FTP is installed on my device and I am able to login to other websites using it. But when I try to access the websites hosted on Digital Ocean I am using the default port 21 and passive connection but it keeps refusing. I have tried different ftp clients too.

Are FTP and SSH ports opened and services running on your server? Probably that's the cause is refusing connections.
Code:

Yes they are, I just checked.
