eCommerce solution that offers a "Enter now, Pay later" solution

I'm looking for an eCommerce solution that allows me to collect payment information before the actual payment is processed. I'm testing out a new method of making sales, if anyone is familliar with TeeSpring you could consider it a similar idea, but a different application, where the user enters their payment information and at the end of the timer everyone is charged.

I'm in need of a solution that allows me to change the price based on the amount of people that have entered their payment information, for example if 100 people have purchased the item, I'll give everyone 10% off of the original price.

Currently the only idea I have for this is to charge the full price and then offer automatic partial refunds, does anyone have some ideas on how to implement this? If you've never heard of massdrop, check it out as it has a very similar concept: https://www.massdrop.com/

That's a very cool idea but a problem I see is you want to charge people without charging them which I don't know if that's possible. You don't want people to game the system by "pledging" to buy to drop the price but only have 10 of the 100 actually commit to purchasing. Maybe there's a "bill me later" option you can use and only ship after payment has been received?
