What tool or service for niche ecommerce business would I utilize to get competitor customer emails. Or via their social media or other type of accounts? Thanks

Scrape your competitors FB and IG pages. There a lots of services in the marketplace here for this.

This used to be the case, but now they are either bought or don't engage with the brand

With mass DM, email and SMS there is still plenty of ROI though. I think bots have always been around, I guess it really depends on your niche.
