Today hosting DMCA is very individual and need talk with hosting provider.

Need to check for what GEO countries you sell and from what GEO countries you have DMCA abuses.

No, there are still a lot of dmca ignore hosting in Netherlands. Dmca policy is depend on provider, not a country.

Most of them are colocated in Novogara IDC(spectraip, skb-enterprise, dmzhost) or Serverius(Lyrahosting, inferno solutions, pq hosting).

Or you can go with Flokinet(Romania, Linking only), theonionhost(Bulgaria) or privatelayer(swiss).

Yes, we are actually hosting this type of content without any issues on our offshore dedicated servers, so it can be fine, on good offshore dedicated hosting/servers.

Well I am not sure but you could store your files on something trusted ( for example AWS ) and use an Off-shore as middle host, when user request the e-book ( download or view ) pull the file from trusted to off-shore.
never hold your files on the same datacenter
