err i dont think you can unless the user buys something from you or you buy something from them

then you check paypal

eBay mask this on purposes to fight spam and deals outside of eBay.
Only way to do it is to make a sell and then you can collect their personal information to market to them directly.

Yes, eBay has a new policy where they hide the user's email addresses.

i think you can find a ebay users email by looking in the feedback forum to try to find a certain memeber by punching in email address and not usernames.
