eBay ups savings

has any other ebay seller get this promo? i applied and ups sent me an email with my discounts, but i dont know where to modify ups rates in my ebay account, so my customer can get real time quotes with discounts. i called ebay, and it seems the phone operators didn't even now they had ups discount for sellers, it was ridiculous. so if someone can help me i would appreciate it.

does anyone know of a 3rd party reseller to get shipping cost down?

My competitors are charging 1/2 of what fedex charges me to ship, i know there big companies and ship thousands $$ weekly, i cant compete with this, i have 20% discounts with fedex, but thats all they will give in. i know alot of other sellers are having the same issue....any input on this?
