There used to be a filter to only show sellers who achieved the 'top-rated seller' badge but now I can't find it. Was it removed or has it been relocated?

It's still there - you have to be signed in, though. Otherwise it doesn't show up.

eBay's top rated seller program is an absolute joke anyway.
After 7 years of selling off and on on ebay, and then 3 solid years of consistent selling (roughly 8,000$ per month), i finally reached Silver level powerseller, and top-rated seller on the same month as my eBay 10 year anniversary. 15 days later, both achievements were stripped from my account due to 3 low DSR ratings in a 12 month period. Not my account is limited to 4,200 or 50 items per month.

I still can't find it, I use the US version.
Sorry to hear that. Those are common things on sites owned by ebay (pp). I'm only a buyer there though.
