Ebay seller acount (phone verified+VCC) will be enough for me to start selling items on it? Or do I need to have bank verified?

Technically, that's enough to get started selling items. However, if you choose to receive payments through paypal, you will have to have a PP account that is bank verified :\ that is the only way.
Another option is to sell on eBay but then use a different checkout merchant (google checkout, authorize.net, etc) as many times these companies don't require everything but your first-born son as PP does And plus, ebay + pp are the same company, which is the main reason for the work-around.

You can use merchant account to recieve payments... its 100% info
