Ebay scam :( help

I have a question in regards to a ebay scam, can ebay trace you IP address,and paypal account because my friend has been recently scam and he feels like ebay is not helping. He bought something from a guy and forwarded his funds to the guy via paypal. The guy never sends the things and my friend is out of his money. My question is can ebay trace the IP address the man used ebay for? Can paypal or ebay trace his account (scammer) if he used 2 paypal accounts 1 to make the scam and the second one to possibly send to his bank account? Some feedback please

What do you mean? If the seller didn't send anything, I'm sure that paypal will return the money. Just file a dispute
 
If your "friend" files a dispute with Paypal he will get his money back. If you want to know how to scam folks on ebay, this might not be the right forum.
 
Yeah, looks like a teach me how to scam thread.

Just tell your friend to file a dispute if it is genuine.
 
Lol I'm not asking for a tutorial,what I'm stating is my friend filed a dispute thru paypal,but has yet to get a answers so he is trying to figure out who the guy is because right after he sent the funds,te scam man deleted all his account information. And why are you guys so hasty around here,dammm lol I just signed up and was seeking answers ,why am I being judge for merely asking a question

Well, Ebay will have a record of the IP address used but a scammer will know how to circumvent this.

A dispute isn't settled straight away as they give time for the other party to respond.

did your friend send the money through paypal directly or did he pay after winning the item off ebay? (hope that makes sense)
 
If the other party doesn't respond within the dispute time, ebay judges that against them anyway. So file a dispute if it's genuine..
 
I agree that you need to file a dispute. I had to do this once and ebay and paypal were great working with me on this! If you file a dispute your friend should get his money back.
 
This can easily be handled with a dispute. It may take a few days for PayPal to work it out, but they will.
 
This is why PayPal has a resolution center and you can easily file a dispute and escalate it which is what I am thinking your "friend"
needs to do.
