I'll try to make this short...

I used to have an eBay/PayPal account (was making a killing with it)... shit got suspended

Now, I am using a family members eBay/PayPal account and making a "decent" amount, because I don't want to lose the account.

Now the question...

How can I make more eBay/PayPal accounts?

They require social security #, bank account info, an address, etc

If I make another one, it will get suspended because they will connect me to my old account.

And what about the IP & Cookies?
 
You're going to need all new info, but I'm not sure about the SS#. It's been so long since I created an eBay account, that my advice may be outdated. It would be best if you had a business DBA name or a corporation to put the account in. You can get a DBA license from your county tax clerk for about $80-150. Or you can fully incorporate for around $400. Try to get a new IP too, even if it means calling up your ISP and requesting one. Just tell them some kid hacked your wireless router and got your IP banned on all your favorite websites, or something along those lines. You're also probably going to need to open a new bank account for a new paypal account, or just not accept paypal and use egold or something similar.

You dont need a ss# to create one anymore only to lift your spending limits on paypal...

It all depends on what you were banned for. Mind if I ask/?
 
I'm not sure IP address is a concern with PayPal. Suppose you could only use the public computer at the library? If they said you had to have a different IP from the one at the library, I guess they would turn away all the business which might come from there.
Now, suppose your rocking grandma lives in your same house. She wants to sell her old post cards on eBay with her own PayPal account... will she have trouble getting an account because you beat her to it with the old household IP? She's going to be mighty crotchety if you messed it up for her. Just tell her to please use my eBay affiliate link when she signs up for her account!
 
Thats not ebays problem though with the grandma situation. They really hardly care about 1 more customer with there over 100 million already.... They will ban your IP for SERIOUS situations but I doubt they would ban it for affiliate or alot of minor offenses.... I would not worry about an IP ban. THe worst they do is ban you again lol
