Ebay problem, how to request "money-back" from seller, pls. help!

Good day, 25 days ago I ordered 6 jackets from one guy on ebay. His feedback score was abt. 99%, and he has more than 1000 reviews. Few days ago when i tried to check what is going on with my shipment I saw that he give me wrong tracking codes. He does not replying me to my messages. Also, ghis feedback score is now 89% and in the last month he receive almost 100 negative comments. People received wrong items or did not receive anythiing. It seams that this is one big fraud. Now, i want my money back. I still can not open case on ebay before 21.01.2014. but i scared that will pass more than 1 month from the time i paid to this fu***king seller (on 15.12.2013.) and i will not get my money back. So, what to do?? To open dispute on paypal or? To wait 21.01.2014. and to open a case on ebay?? Kindly pls. advice! Thank you!!
 
It depends when he promised to deliver the goods in the auction.
Ebay is pretty bureaucratic, you will have to wait until the promised delivery date expired and then you can open a case that you did not recieve your item. Then the buyer has a couple of days to respond and if he doesn't respond or is not able to proof the delievery then the case will get closed and you will get your money back.
If it's obvious that the guy is a scammer then you can try giving Ebay a call and tell them what's going on with this seller, otherwise you will just have to sit back and wait until the delievery deadline expired to open a case. Ebay sucks sometimes.
 
Thank you very much for your advice. I think that the best way is to call ebay support today and to explain them whole situation with this seller.

If it's international transaction.. eBay does open cases even if it's past the deadline. .but otherwise it's ideal that you talk to eBay and see your options..

if you paid this through eBay approved payments.. then you should be fine and will receive your refund.. it may take time thought considering all the hoops :)
 
Open a case and call ebay. The steps they lay out are very clear to get to a resolution. Normally a seller will refund you as long as you are within their terms and conditions
