I recently bought one with UK address. Everything was fine and working very well. Unfortunately, as I was selling restricted items, I got selling ban. One more thing to take in consideration - I was advised to buy a fresh UK residental IP which costed me another $45.

Not a good idea. You can get secondeyes sevice if you got ban /Create stealth account yourself is the best and safest.

You could do both, you could buy an account from a trusted member here on an approved thread to get you started while learning how to create your own stealth accounts along the way. Members here can assist you in many ways myself included, any questions just ask and I will do my best to explain.
I am currrently running multiple UK ebay/paypal stealth accounts. My first 2 accounts I bought and the rest I created myself, its a wonderful feeling when you get back on ebay and realise they can never keep you off again, if I lost 20 accounts today I would have 20 more up and running in a week it is simple once you know how.
The accounts I use are not big money accounts all personal accounts starting at 10 items/£650 up to 100 items/£10k, the reason I run so many is to spread out my inventory and cut down on risk and I would suggest you do the same, if you have just one account and it gets banned you are back to square one. Good luck in your ventures!

i have been reading too many articles on how to avoid being limited by paypal and ebay and i guess i'm ready for it, the thing is if i invested in them will they come in handy in the near future ? or am i supposed to put my money into a website ?

Whatever you decide to do just go with your gut it is rarely wrong. In my opinion the best option is both, make or buy multiple ebay accounts AND have your own website. My personal aim is to have my website up and running by September but I still need ebay to bring in steady sales, once my site is up I am hoping to divert my traffic there.

I think this is good advice, it is a great service but it also costs money, add that to the time spent learning how it all works and some people cba they want to be selling again immediately. In that instance buying one from a verified seller is easily the best option.
It cost about the same to buy higher limit accounts than to by VCC for every stealth new account with only 10 item limit. It saves time and you start with highter limit. My only worry is that the account gets shut down then you lose it all.
Is everyong buying VCC for every stealth account or has anyone found a way to bypass? It can get costly buying vcc for multiple accounts.

I find that I don't need VCC(in the UK) I just add a bank account to paypal and voila I'm up and selling, never once bought a VCC and I have multiple accounts from doing this. However I have heard that using a VCC helps get limits raised quicker where as I am happy to open them with small limits and gradually build them up.
Stealth accounts are good to make money but it you sell too fast on them you will get suspended or they will ask for IDs (another hard one to pass).
Stealth accounts will always let you to get off-the ground if you already have a moneymaker method... The thing is if they randomly shut you down (again) you need to be ready to see stealths as an investent to keep your business running.
Theres also AGEd stealths, this ones wont hold your money at the beginning and will be way more profitable in a short-term for you. Is matter of finding the moneymaker formula first and then repea them on stealths
