Ok all you tech genius' out there. I am looking to get back onto Ebay with a fresh start after being permanently suspended 3+ years ago. I am looking for someone to help me. Thoughts?

I would go Amazon. Order mass quantities of your item, ship directly to Amazon, they will house it for you and ship on your behalf.... Better than eBay and PayPal, IMO.
Paypal doesn't product seller, only buyer. I've been screwed so many times from Paypal that I hate them!

Set up a stealth account with a new ip address. You need to learn how to do it but this is your only option.
 
You need to learn how to set up stealth accounts, it's not just a matter of new IP and new user account. There is a lot of information and guides on how to do it properly.
