But what about international users that are not from USA
With a foreign account, eBay allows the use of PO. However, with a US account, you are required to use a bank. Your task is to purchase some fullz, and then try to create some bank accounts that allow for online account opening, or find some applications that may allow for direct deposit functionality. This requires a lot of effort and experience, and if you are not capable of creating them, you can buy them. Some sellers offer them for prices ranging from $100-$200.
