Ebay partner program. Will it work?

Sorry for bad english.
I have an acces to unlimited vps servers, so i just got a wierd idea:
1. Get approved at Ebay affiliate network.
2. Create a free website, that redirects automatically to my affiliate link at Ebay.
3. Set up about 10 vps servers, then run traffic exchange. e.g hitleap (the minimum visit duration is 10 sec)
4. Ask the traffic to your website.

Calculations on a day on 1 vps server:
run for 24hour-->1440minute-->86400 sec so your traffic will be 86400 sec divided by 10sec (see at 3.) = 8640 infected browser*day/VPS server

If somebody register to ebay in the next 30 days, i'm his referrer.

I don't think this will work since eBay will ban you.

You're forcing untargeted users to go to your site unwillingly. This is against ebay's TOS.

I know this because I've done something similar 5 years ago.

This method is old and will get you banned.
 
I doubt this would work but as long as you're not sinking too much money into it, it could be worth a try.

Personally I think you would be likely to get banned, eBay aren't stupid.
