eBay New Seller Account Question.

I am trying to create a New eBay Seller Account, I get through everything like the phone verification link a new verified PayPal to it and make sure i am on a different ip and the cookies are cleared. Sometimes when I go to list items they get removed telling me to call them and verify my identity. I tested it and .99 cent auctions get removed telling me to call and verify my identity but all the information is fake. How am i able to start a new seller account with fake info without everything getting removed?

If someone could help me out i would appreciate it alot.

When you make your new account dont list right away. Start searching random stuff and click on it for a good week so you build some history on your account, and then list 1 or 2 small things.
