Ebay: I need quick opinions

I have an eBay account I created about 4 months ago and listed a digital item which didn't sell.
EBay deducted their fees about thrice from my PayPal account (which is limited now), the moment it got limited, I removed the auto payment option and eBay have been sending me countless emails since then as a reminder to pay my fees...Early today, someone contacted me as he was looking to purchase an eBay account that he could use in buying items NOT to sell items anyways. So I quickly rushed to check my account to see its present status and saw a recent 'reminder' message from eBay stating that my selling privileges had been restricted.

My question is, if I sell this account to this dude, can he use it to still buy items?
Secondly, if its possible that he can use it to buy items, will any issue arise later after he's used it to buy items?

If you don't pay the fees they will eventually completely restrict your account from buying and selling until you do.

Either pay the fees or abandon the account.

He can buy with it for a while, but as long as you don't clear fees, they will restrict the account after a while. Don't sell it or at least let the buyer know what he's buying.
