You only pay a fee when you sell an item. The fee is 10% of the total price of each item you sell.
There is a listing fee of 30 cents but most accounts get 50 free listings per month and you don't have to pay that unless you go over that amount of listings.
There is also a charge if you set a reserve on an auction. It is $3 on a reserve up to $75. If the reserve is $75 or more they charge 4% of the reserve amount. You owe this fee regardless of whether the reserve is met, even if your item does not sell. If you don't set a reserve the fee is 30 cents unless you have free listings available.
Fees are due on the 15th of the month for all sales during the previous month. If you only sold 1 item, you will only owe the 10% fee for that sale and will not owe anything again until you sell something else.
If an item is returned and you issue a refund they will give you credit for the selling fees on that item.

I'm going to guess you were charged a listing fee & then a final selling fee which is perfectly normal.
Other than paying for an eBay Shop, there are no monthly fee's.

If you go into your account (My eBay > Account), somewhere it will say "View All Account Activity", it will break down the bill and show you what you're being charged for.

Looks to me like you never paid the fee in the first place for the 1 item you sold. They should not be charging you that amount every month if you are not selling anything. Seems like they are sending you a bill for an unpaid fee that you owe them because the email says your account is overdue.
If you pay them the 1.55 you should not owe anything else unless you sell another item. If you don't pay it, of course they will send you another bill next month and they will likely suspend your account eventually.
That is how it appears to me unless you still have items up for sale and those are listing fees. Without more details it is hard for someone to guess what is actually going on in your case. Did you pay the fee for the item you sold?
looking at my paypal account it seems like the payment for that fee never made it through
i payed it now so i hope i wont get it anymore

there is no monthly fee unless you signed up for a store
