Payment Holds for eBay items is a joint feature with eBay in which eBay notifies PayPal of high risk listings when a PayPal transaction is completed for the listing.
PayPal may release the Payment Hold when one of the criteria is met:
* The buyer leaves positive feedback after receiving the item.
* 21 days without a dispute, claim, chargeback or reversal filed on that transaction.
* 3 days after PayPal confirms item delivery.
We recommend shipping the item once payment is received. The sooner the buyer receives the item, the sooner the seller receives positive feedback.
Both Payment Review and Payment Holds for eBay items place the transaction under a Pending balance during the hold.
These features are different from temporary holds or reversals due to dispute, claims, chargebacks, or to review potential fraudulent activity.
