I think you only get commision when people purchase items via your affiliate link or if they are stuffed with your cookie.

Correct, you only get commissions when someone makes a purchase through your affiliate link. If you are having a seller stuff your code for you, then you will most likely get commissions on everything they sell, since they person who wins the auction will obviously be stuffed with your cookie.

if...the winning bidder is using a "stuffable" browser. I do NOT make e*PN commission on everything I sell.
