ebay buying issue for seller

Hey guys,
I had sell on ebay, some small items (like 6$), my account have 30$ now, when i try to buy some products from ebay there is a error message saying:

We can't process your payment. Please select a different payment method or check your payment details.

I tried with some items on ebay only 20% times I will get the paypal option to buy, other all time it'll be disable and ask me another payment method.

Please help me guys.

May be your credit card limit is over because this shows when no money then also try to buy.

Is it possible when I have Paypal balance and credit card limit is over?
Why can't I use just paypal balance.

Are you sure funds from sales are not being held by paypal?

I sell on ebay, and my paypal available balance is 30$.
I tried to buy like 2$ 10$ items, Still getting this error message.
The thing is I verified paypal account by adding VCC and VBA to my paypal bought from guy from BHW. Is this the problem?
