cant be true, because I can show you thousands of powerssellers on ebay.de selling accounts, keys and all kind of digital goods.You cannot sell digital items period. If you do, you must send it on a floppy or CD via snail mail with a tracking code. No way around it. If you are going to sell digital products there are better market places for that. Amazon, jvzoo, click bank for instance..
I know your feeling. For eBay Buyers are number one, Sellers are nothing.
As I said, problems would be solved if sellers could also leave negative.

And my statement is still valid, you are not allowed to lie in feedbacks, destroying someones business based on lies is a crime and entitles you even to civil demands.

Seems like you are all just talking about ebay.com. and not about ebay in general.
It's not a scam nor is it misleading. It's the buyers who have to know what they are buying. Just because they read a title and make assumptions without finding out more about it makes it their responsibility
j"Johnson's Baby Powder, 200 g" and sell it for 99 cents with free shipping anywhere in the world. Then in my description, I'll write in 72 font bold red letters: "WARNING: THIS PRODUCT CONTAINS TALCUM POWDER WHICH IS A KNOWN CARCINOGEN (CANCER CAUSING). YOU'VE BEEN WARNED".
I bet you 9 out of 10 people will still buy it and those who do, will not have read the description warning them they are putting their health at risk.
So would you call this ebay listing a LIE?
