i do that but i declined from all network how can i resolve that ?

they sent me an activation link for ebay partner network and welcome message but when i accessed my account i saw a decline from all networks i do not know if this means i did not approved or what

Also they have a strict rules in terms of eBay affiliates, they mostly require you to be from the US.
