Ebay accounts keep getting banned

A few years ago, I made an eBay account and couldn't verify my identity because I didn't have any documents they accept. So I left the verification in pending status and a few months later, they banned my account out of the blue. Then I got a document that they accept and after receiving it I tried to make a new account on another IP address, uploaded it....and...they banned me again. Without reason. I didn't do anything wrong, I just uploaded the acceptable document. I left it and a year or so later I tried to make another account, I did it again, they banned me (of course) and this time I tried to appeal the ban. And they told me that my ban cannot be appealed. What I do? I can never sell on eBay in my entire life just because I couldn't verify my account once? If someone steals your identity and tries to sell on eBay using it, then you can never sell on eBay again? Forgive me if there are errors, I used a translator.

Besides changing the IP, did you change other browser fingerprints? such as using another device or anti-detect browser to create a new browser
 
Would you be able to log back into your old account and submit the document? If you can resolve the issue with old account that could be the best choice.
