eBay Account Keeps Getting Suspended? What Am I Doing Wrong?

Everytime I create a new eBay account and wait a week or two then list a couple of items, it gets suspended for suspicious activity. Even some accounts that I create as back-ups gets suspended two days after? I am using this guide: https://www.slideshare.net/AuctionEssistance/ebay-incognitostealth to help me create accounts and am following as they suggested, but I don't know what I am doing wrong.

I set up a new Windows user profile, using google chrome, all information has never been used before, new bank and new card and even tracfone. Don't know where I am going wrong. I am using Hidemyass to create my accounts as well.

But for some reason, my accounts just get suspended at a moments notice. Very stumped at this point.
