EASY JOB - Needed: Web designer (no expert, but good with HTML, css, java)

I need a web designer who is able to do the following:

Requirements:
Knows Css, HTML, Java
Knows about "what converts", marketing colors (don't use crappy colors)

TASK:
I need to have 5 - 10 landing pages made (these can be ripped from other sites/warez templates / CTRL+S in firefox)
They need to look clean, simple & efficient (RELIABLE !!!! , need to lower bounce rate and increase conversion rate)
They only need to be 1 page, few lines of text, a header (no logo required) and one button. (these are Content locking web pages of course).

Extra:
I'll pay 3$ extra if you can make all those landing pages open randomly if the user visits index.html or index.php

Price:
I'll pay you 4$ per web page.

I had people in the past doing worse jobs than this for a much lower price, they didn't complain instead...
