Easy blog comments posting!

How can we post comments on different relevant blogs and blog posts?
Is there anything like automated tool or people doing the job for very less $$?
Do we get reporting of the links and comments where they have posted the comments and given the link to the websites with no-follow and do-follow and pageranks of the page where the comments had been posted.

Anyone with a solutions please PM me, i hope i did not break the rules of the forum with my question, if i did so please let me know.
