Easy $10 - php script website doesn't show cyrillic

Hi,
I bought and used one php based script and I want to translate to cyrillic, but doesn't show correctly. All symbols are like "??????????" . Please fix my problem and I will give you fast $10.

Add "<meta charset="utf-8" />" into your header,
Add "AddDefaultCharset UTF-8" in .htaccess if your using default config apache server
Try adding cyrilic text to homepage without going through database, if its displaying correctly you need to fix up database.
