Easiest way to verify paypal account

The easiest way I have found to verify stealth paypal account is to use a name+address of someone that already exists, like the actual name and address must match. Not sure how well this works for US but it works here in UK, what i'm wondering is why don't more people use such methods? Maybe I got lucky and usually this doesn't work? Or maybe(hopefully not!)send's some sort of verification letter to the address after you go above a certain receiving/sending threshold?

Where in the PayPal menu do you even have an option to verify the account like that? Maybe it's something special for UK accounts?
