I would do fiverr gigs offering something you can do and use the money to hire a writer.

EDIT: And stop telling him to give up if he wants it, he did his research and he is probably just technically barred due to language or technical skills. You don't know his age either, you don't know if he isn't yet on the maturity level required to understand some of the things I'm mentioning

Stop mocking the guy and remember the younger versions of yourselves or imagine that younger version with low English knowledge trying hard to do IM.

As of money without traffic,maybe you will find something,fiverr for example,but almost in everything in IM you need traffic,that's the hardest and most important part
