never heard of it before but it looks like a PPI ad network, so you'll probably have to...
1. sign up with them as a publisher
2. add your site(s) into the network
3. place their ads / code on your site
4. drive traffic to you site(s) and when the traffic installs [whatever thing] they get that IB advertises on your site(s) you get a commission.
At least that's how PPI works in theory, whether or not IB has a different process I couldn't say as I never used them. Just sign up with them and see for yourself, signing up seems free from what I see (but you might want to have a website with real and constant traffic first, many networks nowadays want you to have traffic before they accept you in their networks)

I signed up and still haven't heard from anyone. The skype ID for my account manager Anton is bad. I found another skype ID on another forum but still haven't heard anything from anyone. Read quite a few posts about it taking a long time to get approved. Will update if they ever respond or approve my account.
