E-Mailing Tools (Server Side)

What are some good e-mailing tools out there. Specifically we are looking for server side ones. Is there any tool that will allow us to control over 100 IP's (domains) from one control panel. Then we could just mail out slowly through each domain maybe 50 an hour through 100 domains, but all the IP's would be different. We would like to control this from one domain though, where we just log into one control panel.
