i have an e-com website where the products on my main page that drives trafic and clicks will be cut down to less products and i gotta change the content on it for legal reasons so the dip is unavoidable how can i tank it with less damage

First, change the content as you said it for legal reasons after that just promote the product page via ads and other external promotions then your clicks, impressions and CTR will increase

the issue im having is that i must also change the products on that categroy coming from about 7x to just 25 products so SEO wise it is going to tank

Yeah you have to optimise those things before expecting the clicks and traffic , product images , videos and specific number of products per page

Keep focus on it

To minimize damage,use 301 redirects,optimize new content and rebuild back links.
