E-cig Offline Method (quest)

I am planning to setup booths in malls over here in my country promoting e-cigs. I have 80% of the whole thing sorted out (offline) and currently looking for an e-cig affiliate program that ships internationally (malaysia and singapore to be exact)

I am targetting adults due to the price and it's something extremely new over here so the market is open and no competition at all. This place is full with heavy smokers.

What affiliate program can I work with and what do you think about this offline idea?
