dynamic seo site generator?

i have a business where i need to set up websites for home sellers in various parts of the US. the templates can stay the same but i would need to change the keywords / ie/ "we buy houses <keyword>" . i would like to be able to specify a list of dynamic keyword variables so i can put in those values, click "generate" and it creates a brand new site with those keywords.

is there any software out there that does this?

No, but im sure a freelancer can create something that will do this for you. And you will just edit the keywords in the db.
