Dynamic Content Link issue

Client wants to build chatgpt like site. The site will make outbound links kind of like chatgpt can make. He thinks all the outbound links can be ********. If you look at chatgpt website, all links are no follow. They need to be nofollow.
If the boss has his way how will it affect ranking?
 
Seems like you're a bit obsessed with the nofollow attribute.
If you link out to decent sites, it's normal to have d0follow links.
In your case, your dynamic pages won't be indexed (most likely) so it's irrelevant if you nofollow them.

they will be user generated sites. people can type in any site is the issue

What actually matters is the version of the website & pages served to google,
If they contain no links or any user content, which will only be shown based on user interactions, then google won't know about, crawl or index,

Nofollow shouldn't be as hard to add anyway,
It won't cause any problems and it's kind of a must for any websites that allow users added content,
Chatgpt are adding nofollow because you can share any of the chats with a static link, they're blocked in robots.txt as well
