Dwell time still a factor?

if by dwell time you mean time spent on site then yeah, it's still a ranking factor (albeit not as big as the major ones: links, content, topicality, etc)

But I'm not sure about scrolling (has this ever been a factor??)
 
a quick google search will give you plenty of answers on which most of them declining that it's a ranking factor,
i didn't do any A/B tests, but i always notice that websites with good UX signals do rank pretty well, even without a greater link profile,

especially since google have chrome and tracking websites ux signals,
just as web vitals, which you can find in search console (users data based),

yet, i'm not jumping into conclusion for sure, more testing will be required,
but it's a solid assumation that i'm willing to make changes to my websites for,
simply by trying to keep the users in the website/pages as long as possible,
adding videos, improving UX, etc...

im not sure about this. Google is facing a lawssuit about tracking usign incognito mode when when they say they dont. Dont trust them with anything
 
In reality, duel time refers to good content. Otherwise, why would someone spend time on your page? So, yes, it gives a good signal to Google that this page might have related insights for specific keywords.

Yes, It is a good factor to consider.
