your best bet is to get backlinks from domains with IPs in Netherlands. for your primary keyword, majority of backlinks needs to be from the same geo location, otherwise, you will have a hard time. this is based on my own testing.
I am sure others will provide a feedback that can offer you such services.
Also, it would not hurt if you find web 2.0 that are hosted in netherlands and start creating accounts. you need to let them age for 45 days or so before you create links to your money site.

You don’t need essentially use just Dutch links.. in use regular English links for my non-English pages and it works just fine.

I have a few Dutch websites ranked purely on international links. Not a single Dutch backlink. So I don't believe in the claims above.
Just make sure your onsite SEO is 10/10, everything is indexed and then start the backlinking with your keyword in many variations as hyperlink.
Example keyword: Midget Golf Amsterdam
Try to only make your strongest (5-10%) backlinks exact match: 'midget golf amsterdam'
The rest just use a mix of similar keywords like: "where to play midget golf in Amsterdam?'' or ''best midget golf places in amsterdam"
I am no SEO guru, but the above has not failed me. I don't end up on #1 in Google, but top 5 is achievable for me like this on 'low/mid comp keywords'

You can try dutch forums and blog comments backlinks for link building.
