This is a question for dutch people, where the SEO opportunities are less saturated. Do the directory pages (Startpagina) still work for linkbuilding?

Yes, it does and it's a great way to get in front of the people. It will also help you with the ranking as you will get a backlink when you register yourself at the directory.

Depends what you competitors are doing. From my experience "startpagina"-directory's are used as a supplementation to other powerful links. You most likely won't find a high ranking site with a profile full of directory links. With that said, if your competition has them, you are kind of inclined to build those links as well.

Yes they will work, if you have the right startpagina websites that generate the right traffic. From these you will receive other backlinks too from websites than crawl the startpaginas, happy linking
