Hello,
I'm making a site that probably will have duplicated content on it because the content is submitted by users.

How would I not get de ranked for having duplicate content?

You haven't really provided enough information.
Where is the content coming from originally?
If it is user generated content, where else will they be publishing it?
You could use the rel=canonical tag

Unless you're counting on user interaction I would turn comments off and limit what people can post on your site. Why build a site and leave it in the hands of visitors? That's not worth your time at all because of the risk.
 
Every forum is a website where people post, you don't have to be worried too much about what people publish and about duplicate content, because your traffic will come from user interactions and user experience.

However, every quote on a forum is a duplicate content, so pay attention to the dynamic that a forum in your niche and see what happens with duplicate contents investigating yourself.
 
I believe the first to got it posted and indexed wins in the eyes of google and all other else are considered dup content. I might by wrong but that's the way it is now
 
Simple, ask users to submit original content and implement a script to check for duplicates and reject when identified.
