Duplicate Wordpress Even if you don't own them?

Has anyone ever duplicated someones elses wordpress even if they didn't own it? Like a exact website rip content and all?

That's possible if you do it by hand. I don't know of any tools for this.
But remember that it is against copyright law to do this^^

Well do you know anyone who does this service by hand? The content isn't copy righted. I just don't want to re-setup the images or categories.
